Retired IAS officer Utpal Kumar Singh appointed Secretary-General of Lok Sabha

New Delhi, Nov 30 Lok Sabha Speaker Om Birla on Monday appointed Utpal Kumar Singh as Secretary-General of the Lower House of Parliament. Singh has also been appointed to the Lok Sabha Secretariat in the rank and status of Cabinet Secretary with effect from December 1. Utpal Kumar Singh is a retired IAS officer from the 1986 batch with 34 years of administrative experience. Throughout his career, Singh has served in both the central and various state governments dealing with policy and management in public works, agriculture, personnel management, and public sector undertakings among other sectors. In addition, Utpal Kumar Singh also played a key role in the management of the Ardha Kumbh at Haridwar. During his two years and nine-month tenure as chief secretary of Uttarakhand, Utpal Kumar Singh made valuable contributions to the state's economy. Prior to his appointment as the chief secretary of Uttarakhand, Singh had served at senior positions in the state government, including principal secretary (Department of Higher Education), home secretary and secretary to the chief minister. Utpal Kumar Singh has also served as Additional Secretary in the Union Ministry of Agriculture and Farmers Welfare before his appointment as Secretary in the Lok Sabha Secretariat. Singh is replacing Snehlata Shrivastava as Secretary- General of the Lok Sabha. A former IAS officer from the Madhya Pradesh Cadre, Shrivastava was appointed to the top post on December 1, 2017. Shrivastava was the first woman Secretary-General of the Lok Sabha.
