Smart City project in Jammu being delayed

Although more than a year has been passed when Jammu and Srinagar were enlisted in smart city list among 30 cities among 45 contested and formal announcement was made for releasing 200 crore of funds each for twin cities yet the work on the project is moving at snail’s pace with delay in release of funds under the smart city mission launched by the Narendra Modi-led government.
Work on Jammu and Srinagar Smart Cities' Projects is probably not going to start amid the present year as neither the Union Government due to delay in release first installment of Rs 200 crore each sanctioned and nor the Board of Directors (BoDs) of Jammu Smart City Limited and Srinagar Smart City Limited have organized the required exercises to be considered under Phase-I. It is worthwhile to mention here that the development of smart cities both in Jammu and Srinagar of was sanctioned by the Union Ministry of Urban Development vide order No.K-15016/157/2015-SC-1 dated June 28, 2017. The State Government vide Order No.1081-GAD dated August 21, 2017 constituted Special Purpose Vehicles (SPVs) as Companies Limited by shares named as Jammu Smart City Limited and Srinagar Smart City Limited under the Companies Act, 2013 with approved offer capital of Rs 10 lakh, value offer of Rs 10 each and paid up capital of Rs 10 lakh for both the organizations for usage of keen city improvement ventures.
In the first instance an amount of Rs 500 crore was to be provided to Jammu and Srinagar cities and afterwards an amount of Rs 3500 crore have been earmarked, yet the work on phase -1 has been much delayed.
Earmarked funds from the Government of India have yet not been gotten. The Chief Executive Officers (CEOs) of Jammu Smart City Limited and Srinagar Smart City Limited have yet not taken necessary steps for the works which would be taken up under the Phase-I and the consequent delay in such manner is despite the way that in the Board of Directors meeting the CEOs were unequivocally advised to recognize those works for Phase-I which can be finished inside most brief conceivable time.
The purpose for these mandates was to guarantee early arrival of second portion following accommodation of Utilization Certificates. The Jammu Smart City task would cost Rs 3600 crore including Rs 1600 crore under joining and Rs 1000 crore under Public Private Partnership (PPP).
