Face to Face with DGP Dilbag Singh: part ii / Modernization of police important to boost the capability and efficiency: DGP

VG: Modernisation of police department is continuing from a long time, what is the progress?
DS: Modernization of J&K police in all areas is a continuous process and we are focusing to bring our police at par with the other police forces in the country, having full-fledged infrastructure.
I have asked my officers to come up with a long term perspective planning in order to bring modernization in our working.
Every member of this organization has a responsibility to contribute at his level for enhancing professional capabilities in public service.
Meanwhile, I have asked the officers to take advantage of modern equipments and technology to confront the latest strategy used by the criminals.
VG: Compensation to the martyr’s has been enhanced, but still it is not at par with the compensation granted to the other martyr’s of paramilitary forces, why?
DS: Recently, the government approved the compensation granted to the martyr’s of police. For police officers, the ex-gratia has been hiked to Rs 70 lakh from the existing Rs 48 lakh in case of death in militancy-related incidents. For Special Police Officers, the ex-gratia has been increased to Rs 30 lakh from the existing Rs 14.50 lakh.
I wanted to inform you that the government is very keen and supportive to its police and where as the issue of compensation is concerned, it is revised by the government from time to time.
As being the head of this organization, I also thought that this hike is not enough and wanted to enhance it further. But this case is still under the consideration of the government and we are hopeful that it would be hike further, so that the martyrs of our police force should get adequate compensation at par with the martyrs of other paramilitary forces.
VG: The issue of residential colony for the retired as well as for other police officers is still pending, what is the present status?
DS: I wanted to make it clear that the state government under the dynamic leadership of new Governor Satya Pal Malik is very concerned about the issues, which are being faced by our security personnel. In this regard, to provide more relief the governor announced a scheme “Own Your House” under which 20,000 can be build by the police officers. For which the loan shall be provided by the J&K bank.
The issue of colony for the retired police officials is also under the consideration of the government and we are also hopeful that a decision in this regard shall be taken by the government earliest.
VG: What is your message for your men?
DS: In my message I wanted to tell them that as being the head of police family, I am not only their head, but also behind them. If they commit a genuine mistake, they could count on me. If there are no malafide intentions, am always willing to help them. Their support is my strength and to support them is my duty.
