NARCO-TERRORISM A THREAT TO YOUTH

Narco-terrorism is emerging as a major challenge for security forces and society in Jammu and Kahsmir. Apart from gun culture which Pakistan has exported to Kashmir since 1990,in recent years, drugs have ravaged the youth and tried to destroy social harmony.Although de-addiction facilities have been operationalized in 18 districts across the UT and the facilities in the remaining two districts shall also be made functional by the end of October, but it highlights the emerging threat to public order in the Union Territory. Under NashaMukt J&K Abhiyan, it has been decided to operationalize these Drug De-addiction Centres in each district of the UT to provide counselling, treatment and rehabilitating services to patients of drug addiction and substance abuse. The campaign of NashaMukt J&K Abhiyan is being implemented in letter and spirit with outreach camps and regular Information Education and Communication (IEC) for De-addiction activities is being carried out at Block and Panchayat level. However the main issue is how to stop the flow of the drugs from across the border with Pakistan and also from state of Punjab which has become a major hub of narco terrorism. Recently it has come to notice that even women are being used as couriers to dump drugs in Kashmir and Jammu which is very concerning. In collaboration with the Social Welfare Department, the Health Department has mobilized the drug addicts for registration in their respective Drug De-addiction centres. These centres are not only providing curative services but they are also screening the subjects for other infections due to IV drug abuse of injections like HIV, Hepatitis B & C. Head of the Departments of Psychiatry, GMC Jammu and Srinagar had recently apprised the government of refresher training of doctors and staff nurses for handling the drug addict patients being carried out in their respective institutions.
