Alleviating rural poverty through implementation of ‘UMEED’ in JK

Categorically, in 2013, the government launched a project with the name of ‘Umeed’ which describe as the hope to empower women in J&K as this project also is funded by Government of India, while some confront in way of implementation of the Scheme has failed it to some extent.
However, as per web sources, this project is aimed at encouraging rural women to make small savings so that their SHGs will eventually become bankable at a reduced rate of interest. It was announced that Rs 755 crore centrally funded Umeed project will be implemented across the state involving 900 thousand women in 143 blocks, covering 4,098 panchayats of the state.
Whereas it is requisite for the Government to alleviate rural poverty through programmes directly targeted at the rural poor households, within the ‘directly targeted’ category, there should programmes focused on wage employment and programmes focused on self-employment.
Notably, as per government report, the implementation of ‘UMEED’ Scheme under J&K State Rural Livelihoods Mission (JKSRLM) has covered all the 22 districts of the state covering 83 erstwhile blocks and has federated 277342 women into 30548 Self Help Groups (SHGs). Further, it was revealed during the meeting that Mission is taking 30 additional erstwhile blocks and forming 16500 (SHGs) in the current financial year.
Pertinently, the focus should be on enhancing of livelihoods across saturated blocks, developing the capacity of community cadre in local immersion sites and making community federation (VOs/ CLFs) financially sustainable. Officials need to gear up the pace of work at grass root level and achieve the set targets within the given time frame. Self-help groups (SHGs) should be made self-sustainable as it is a revenue-generating enterprise for stakeholders. It would provide women with the opportunity to participate actively and get engaged in manufacturing and distribution of products.
