Despite the fact that government of India has approved scheme of National Bamboo Mission (NBM) under National Mission for Sustainable Agriculture (NMSA) for 2018-19 and 2019-20. The National Bamboo Mission (NBM) has been failed to produce the sufficient results in the State.
Though, the scheme will benefit directly and indirectly the farmers as well as the local artisans and associated personnel engaged in bamboo sector including associated industries. Not much people have shown interest to grow this crop in their filed.
Pertinent to mention here that Budgam became the third region in Kashmir to cultivate bamboo under the National Bamboo Mission, while Bamboo cultivation is going in Teetwal and Uri areas of North Kashmir, but still there is a need to popularise bamboo cultivation in other parts of the state, particularly in the wastelands.
Stressing on the need to involve the private sector in bamboo cultivation, the government has told the farmers that it was a highly commercial industry, which, besides preventing the soil erosion, could become an alternate source of employment.
The timber obtained from bamboo could be used to manufacture handicraft goods, furniture fencings, green horse structures and irrigation pipes.
“Since 70 per cent of the population was affiliated with the agriculture sector, farmer-friendly schemes were needed to boost crop production and develop agriculture as major source of income,” said Surinder Singh Salaria, a former official from the agriculture department.
“Latest techniques were being introduced to benefit farmers by ensuring highly productive seeds and people were also appealed to not construct any structure on agriculture land and use it only for cultivation,” he further added.
It was stressed by the government that bamboo grown on private lands needed exemption under Land Transport Rules to boost and encourage the farmers to cultivate bamboo as cash crop, which could play a pivotal role in poverty alleviation and spread of bamboo to other parts of the State, too.
And at the State Administrative Council also approved for the enactment of the legislation for excluding the word Bamboo from the definition of timber.
It was also resolved that steps would be taken to focus on increasing area under bamboo plantation in non-forest Government and private lands to supplement farm income and contribute towards resilience to climate change.
While to improve post-harvest management through the establishment of innovative primary processing units, treatment and seasoning plants, primary treatment and seasoning plants, preservation technologies and market infrastructure.
There is need for the efforts to promote product development at micro, small and medium levels and feed bigger industry. Besides promote skill development, capacity building, awareness generation for development of bamboo sector, the meeting was informed.
“To achieve more results, Director, Social Forestry was appointed as the Nodal Officer for implementing the strategy and targets under the National Bamboo Mission,” informed the official.
