In rural areas of the Jammu and Kashmir, there should be stringent execution and implementation of ban on polythene bags with imposition of strict penalties on the defaulters.
Meanwhile, it is for the state government to direct the concerned officers to ensure that all the developmental schemes are executed timely and efficiently to the benefit of common masses. The callous and careless approach of the concerned authorities in the regional or non-regional areas toward the implementation of farmer welfare schemes and other developmental schemes for the rural areas has added to the dismay of the people. The various RDD schemes which are needed to be execute with proper monitoring includes IAY, MGNREGA, RHS, SGSY, Swachh Bharat Abhiyaan and IWDP at district levels, thus the concerned officer have to be serious regarding implementation of the same.
The officers do not maintain transparency and generating awareness among the people about welfare schemes being executed by the centre and state government in rural areas. The transparency can be maintained by regularly updated of Monitoring Information System (MIS) of the Department. Thus, the tangible results would be visible on ground
Notably, solid waste management is important in this regard, where it needed to construct sheds in one Panchayat per block, while there should be constitute committee in this regard to work out the related modalities. The Integrated Watershed Management Programme (IWMP) is an appreciated step, in which concerned authorities have to mobilize manpower within department for effective implementation of projects in all districts.
In addition to employment generation, the development infrastructure should be focused by departments. In several areas the works are not carrying out in the convergence with the MGNREGA which is matter of serious concern and should be corrected by state government.
