Jammu and Kashmir is one of the five Indian states which contribute to 97% of the raw silk production, and being State’s most important industry there is need to overcome the persistent conflict of interest between exporters of silk products and producers of raw silk.
However, silk industry occupies a unique position in State and India, and being labour-intensive industry operation on many villages all over the state, this industry provides job opportunities and livelihood for million people in the rural areas.
But remarkably according to a recent report, the requirement of raw silk is much higher than the current production which demands government’s attention to lay down perspective strategy to come over this conflict of interest.
Particularly measures such as promoting further economic and technological research activities in various aspects of sericulture standardization and quality control of products from silk are needed. Hence rationalization of the marketing and stabilization of the prices of silk cocoons and raw silk could expand rapidly than ever. Notably, for the enhancement of cocoon productivity and quality with improving market facilities in the State, special funds are required to be arranged for silk-worm and raw silk production besides upgradation of infrastructure in the department.
State government has to collaborate with the other government for technology cooperation for increasing cultivation and use of bivoltine seeds. Financial assistance is a major initiative which needs to avail to local silk reeling units through loans and other incentives to be provided to benefit farmers as well as local unitholders.
Whereas the need to have developmental plans for the industry formulated at block levels so that impact of schemes reaches grass root level, moreover a comprehensive action plan is requisite to increase cocoon productivity and mulberry plantation in the State.
